Horrible service- empty promises

I have a huge problem with the service i got from Andre Hofmeyr at Centurion Select. I bought a polo 1.6 Comfort line. The car had a bit of a scratch at the back. We agreed with Andre and his service manager that it would be fixed. We then took it in for the fixing. They took more that the agreed time of 2 days, causing me an inconvinience of not having a car for 6 days. That is just nothing, all Andre could say to us was a lousy Sorry.
Since the car was purchased on 20 Feb 2013, it has not been registered with traffic department that it has a different owner. Andre had given me a permit which expired on 12 March 2013. This suggests to me that within that time it was possible to have this reg done. On 1 April 2013 I got a ticket for R250 for driving with an unregistered car. I called Andre and told him. He again promised to bring me a temporal permit. He didnt do it in the agreed time. I had to go to his office and get it.
I had told Andre to fix these before I report him. He begged me not to report him yet he still doesnt deliver nor call me to update on the progress. I dont know what to do anymore. Please help.
ANDRE IS THE MOST INCOMPETANT SALES PERSON I KNOW!!
