Failure to register the car on my name

I bought the car from General Motors in Bloimfontein. The manager there is Arno, I bought this car cash and it was on CODE G2, he promise to register the car on my name before it comes to me of which he fail. Now I can not re-register that car because he change the papers of the that car and I can not be able to get the new disc for it.
