Breach of contract

Vehicle hired on a long term contract. Vehicle was defective and was handed back twice. Defective vehicle caused a safety and security risk. Consumer was billed for fuel after vehicles were returned for repairs when the contract states that the vehicle must be full on handing it back at the end of the contract period. Travel Cape alleges that there was vomit in one of the returned vehicles when this was not the case. Consumer was charged for a valet which other consumers are not charged for. Vehicle stood and could not be used for 3 days due to shocking after sale service as mechanic neglected to attend to faults. My question, why are we billed for fuel when the vehicle is defective and why are we given defective vehicles in the first place. Why is there no effective after sale service and where is the proof that a valet was done and if not, for what reason was it done
