Hertz incorrect billing. "R30 countrywide topup"

I hired a vehicle from hertz East London Airport. Drove 46Km and then filled the car up at the Engen petrol station adjacent to the airport (slip submitted to hertz, R49.56 and ACKNOWLEDGED by hertz), and returned the car.
I was then billed an additional R94, 61 by hertz "to fill the car up" (taken from my deposit). On querying the deducted amount of R94, 61, I was informed that ALL hertz customers are charged a R30 fill up fee on return of all hertz vehicles (countrywide), regardless if the customer have filled it up, with the slip submitted. Furthermore I was informed that the vehicle actually only required "another "R21.21 to re-fill the vehicle (hertz actual cost). Yep, I guess that's the price R21.21 (1.5L of petrol) to start the car and then drive Back to the petrol station and return to hertz.
R94.61 - R30 (hertz apparent countrywide policy) = R64.61 unaccounted for, and deducted from my deposit.
When this discrepancy was highlighted by myself, to hertz East London, I was informed that an "estimate" was taken to refill the car, and I should then not worry about the R30 (country wide) charge, as it's standard practice within the hertz co
