Not helping delerships cope

My car was in an approved BMW delearship workshop for 9 (NINE) working days FOR THE SAME ISSUE and only now I have a diagnostic...
I want to know what BMW SA is doing to ensure that the dealership has sufficient training, appropriate testing equipment, etc., to be able to actually do their job.
I also want to know what difference you had made in solving this issue (besides apologizing and following up).
