10% tip demanded - restaurant policy

On the 22 Dec 2013 I took my family to Da Luigi in Camps Bay. We were there for about an hour and the restaurant was empty. On presentation of the bill I proceeded to give the waiter a R20 tip. The waiter gave me the bill back and demanded that I give him 10% tip as this was policy. And that I could check with the owner. 10% worked out to approximately R52. Based on the quality of the food, my wife and niece ordered calamari which was so hot (spicy) that they could not finish them, and the quality of the service, I felt it did not warrant a R52 tip. I now know why the restaurant was empty. We had taken my niece for supper so I did not want to embarrass her by getting into an argument with the waiter. So I paid and never went back, or will ever go back. The owner of Da Luigi should understand that if he has a 10% tip policy, he should put up a sign, as opposed to letting his waiters intimidate his customers.
