Atm withdrawal

I was withdrawing R5000 from a paycard account and sudenly the atm went out of service and the account was debited reported it to the branch the said i must wait for 9 business days for the refund but nothing this happend on the 4th of march and still havent got my refund, they said i must escalate the matter from the card provider and the hasnt been any response
