Dispute an unauthorised debit to my account

Our hard earned money is no longer safe with Capitec bank, I decide to change my banking details with our payroll after banking with Capitec from 2009 because of the new rule, which prohibit the disputed external debit order without the service provider giving a letter of cancellation.

From July 2012 up until last month March 2013 I disputed and signed the dispute form with the bank for 15 times and the bank was sending that cancellation/ dispute form to them but they keep changing the reference to manipulate the system. And now the banks is turning against me and ask me to settle the dispute directly with the Service provider even though they have disputed it for more than 15 times with the same service provider and failed to stop or cancelled the unlawful debit order before the new law was introduced. Now the bogus Service provider can do as they wish with your money unless if u can afford a good lawyer. Very disappointed
