Illegally deducting money from my bank account

Last year around October I was in a process of purchasing a vehicle. Outsurance called me even though i did not request a quote from them, they got my details from my dealer. I listened to them since I was shopping around for insurance. After the two calls of conversations I told them I will get back to them, which I did not because I decided on another insurance company. When I checked my statement January 2013 I realized Outsurance has been deducting R918.59 for three months meaning from November till January. I called January and cancelled the policy and requested for refund because I did not agree to the policy they told me they will conduct an investigation and they will get back to me because they have to listen to the phone calls. They did not get back to me, around February I called spoke to a lady cant remember her name, she said they are still looking into the matter. March on the 26 I spoke to Nicole and John Jacobs, requesting the records so that I listen to myself agreeing to the policy, they told me they will notify the managers to send me. On 27 of March I called again spoke to Sharodin Jordan and she also told me the managers are busy to assist me. Can I be assisted
