Cancellation confused with Confirmation

We insured our vehicle with OUTsurance in February 2011. Since May 2011 my husband send many e-mails to cancel the policy. It does not happen. On 2 January 2013 I sent a letter per registered mail to cancel the policy. The next week we received an e-mail that thanked us for CONFIRMING the policy, AND an increase in premium. On 18 January 2013 I sent a letter per e-mail to OUTsurance. No acknowledgement, but on 23 January 2013 another premium deducted from my bank account. I cannot lodge a complaint with the Insurance Ombudsmans because they want to see the company's response. What response? OUTsurance ignores us, we don't exist. Only my bank account exists. Is it not amazing that a company that claims to do the right thing gets this so awfully wrong? Why do I not call them? We are on contract in Chile until 2016. OUTsurance's 08... number cannot be called from abroad.
