Unwilling to help

I had recently applied for a personal loan via African bank online and was approved, however was not contacted by anyone in there call centre so decided to go in and apply again. On arrival the staff seemed to be having there own personal meetings and didn't seen to be very interested in helping.
Once I had been helped eventually I went through all the stanard procedures and gave all the details requirerd and was then told that I was approved. Unfoprtunately I couldn't get it as my payslip was a month too late so said ui waould be back the next day with the latest one. Apon arriving to the bank the next day spoke to the same lady as the day before who seemed very reluctant to help me again and when she started redoing the applicatioin she never asked any of the questions as the day before and seemed like she had more important things to do like talk to the person calling her on her cellphone. Minutes later I was told that I now don't meet the stanards to get the loan. When I stated that she herself said the loan was approved, when I asked the reason for it now been declined her answer was ' I don't know'. This whole this is confusing as to how I can be approved and then not!
