Please explain how this works

Almost a week ago, two purchases were made using my credit card. The value of these two transactions was just over R2800. That's a fairly substantial amount and it's money that I really needed. I reported the within 20 minutes of its occurance using the number advertised on the FNB app. Four days and three phone calls later, I discovered that I need to fax through a signed letter of dispute. Where was this information when I reported the incident? Today when I called, I was told that there is no way to check that my letter of dispute had been received.
If you want to help, please tell me - Why didn't anybody email me a letter of dispute the moment I reported the? How long will it take for the matter to be investigated? How do I even know that it is being investigated? Will I be contacted during the investigation? How long will this process take?
Even more important than the money itself is the fact that a is getting away with crime and nobody seems to care.
