PAYING FOR SERVICE NOT RECEIVED

I applied online for a loan which said we had to go to a bank or any shop to pay an amount of R399.00 to continue my loan application form

i never paid the amount at all as I never completed any documentation for the loan to continue.
Come the end of the month, i noticed they deducted this amount off my account without me giving permission of placing a debit order or without me even applying for a loan??
Why must i pay R399.00 for service they havent given me.
