Delivery of a cancelled card

I am currently with Standard Bank, the plan was to move over to FNB but I'm now considering this change more seriously after this incident.

I spoke with FNB, and I opened a platinum cheque card. I was told that I would be called back. Due to work reasons I was not able to take calls, and a day or two later I got a SMS saying welcome your cheque account was opened. The next day I got another SMS saying your account has been cancelled? I thought this was in error, and ignored it. In hindsight, I should have called FNB.

Nevertheless, I then got a call from the courier saying that my card is ready for delivery. I agreed in the date (today) and time. I just took delivery about 1 hour ago.

I tried to activate my card, but I got an error. I called the call center and they said sorry that card is actually cancelled and you are going to have to call the call center (again) and open a new account???

What kind of business process is in place at FNB that dispatches a card when there are still issues pending on the application? (assumption of why the card was "cancelled") Surely the application process needs to be completed in its entirety before a new card gets dispatched??
