Car was repaid in July 2012 and reg papers held

Car was bought on auction and was not used by owner> payments was taken over by family who took over the car whilst still in owner name. Payment got behind and owner was listed. Matter has been sorted out and account was repaid and registration papers was received in july 2012 already. Now we want to do finance via action ford and the deal we are doing need to go through Absa only to find out that it is still listed on their side as a recovery. After numerous calls by ourselves since the dealer is also working for
absa, we now received a paid up letter but is advised that the matter cannot be removed from the Absa bureau, was not aware banks have their own bureaus, however, name is not listed on ITC or Experian though. the dealer now advise that absa says it will take 6 months to remove the RECOVERY hold? In the same breathe as per e-mail held, and I qoute - " it take a month for the system to indicate that the acc has settle, which was in 2012 already, - after that the recovery is taken off that also take 6 weeks, which should have been 2012 already" they do admit that client can use the paid up letter for the finance required, but is still declined, how is that possible...
