Order cancelled by Arena Flowers and no refund

I purchased online flowers for my father's 80th birthday with Arena Flowers. They cancelled the order and are saying they have instruced Paypal to refund me. I cannot find any contact details for Paypal and Arena Flowers (please don't do business with them - they are not registered with the governing body of florists) say it's not their problem. This is two months already. Can Paypal please contact me to refund me? It is a lot of money - in GBP!
