No Cash Back on Platinum Value Bundle

I switched to the Platinum Value Bundle Package during July 2012. According to the information leaflet, I am entitled to receive monthly cash back on (a) the home loan and (b) credit card.
I am experiencing 2 problems, which could not be resolved by either visiting/phoning the branch or by speaking to people at various call centre divisions (home loans, platinum line, credit card). There have been conflicting statements from the branch and from the call centres in terms of where the problem is and who is responsible for solving it. All my bank accounts are in good state.
(1) I have never received cash back on the home loan. A call centre consultant said that only home loans approved after the new National Credit Act qualify. This is misleading because the brochure clearly states that new and existing home loan owners qualify for the cash back benefit, and there is no fine print stating a date for the loan to qualify. The home loan is not a joint lone and is registered only in my name.
(2) I have received cash back on my credit card from the time my application for the bundle was approved up until the beginning of January this year. Not since the beginning of February. Why?
