New account not active

Hi
I convinced a colleage of mine to move to FNB as I think they are great! This was in early december, and up to today she is still having problems activating the account and getting the pin sorted as the branch say the documents was not received but it was handed to the courier.
Why take the documents to the branch again?
Please assist in sorting out the account.
