Policy cancelation delayed payout

As a S.A. citizen at the time, I received a tax directive from SARS to take all my money out of the country as a potential immigrant. My pension, and other RA companies payed out the their dues. However o/mutual wanted a certificate of citizenship before they proceed. I explained this was not possible as I was still in S.A. and I could only become a citizen after living their for 4years. They then waited for me to land in my new country then requested a certificate of residency. This once again was only possible after working for a full financial year, and then only after submitting my tax return to their tax depart.
Ok, so after about 13 months of struggle to get the ball rolling, all the relevant docs were now in place for o/mutual to proceed with a delayed transaction.
I now have news that the process again is stalled. O/mutual blame SARS for a mistake in the paperwork. However, I received a letter from SARS explaining the form was filled incorrectly.
O/mutual have in the past 2 years not updated me with my fund value, or est payout value. I am in the dark, and really feel this could have been completed if o/mutual followed the correct procedures before I eimmigrated.
