CLOSING OF CHEQUE ACCOUNT

I HAVE BEEN TRYING TO CLOSE MY CHEQUE ACCOUNT SINCE BEGIN OF LAST YEAR 2013, AFTER I HAVE BEEN A VICTIM OF I TOOK A DAY OFF FROM WORK AND WENT TO THE BRANCH TO CLOSE MY ACCOUNT AS I CANNOT AFFORD TO MAINTAIN TWO ACCOUNT. THE MANAGER TOLD ME I CANNOT CLOSE IT BECAUSE OF THE INVESTIGATION, BUT INSTEAD HE PROMISED TO PUT THE ACCOUNT ON HOLD UNTIL THE INVESTIGATION IS COMPLETE AND THEN PROCEED TO CLOSE IT. THE INVESTIGATION WAS COMPLETED AND AFTER GOING THERE AND LEAVING MESSAGES FROM HIM AND VARIOUS TELEPHONE CALLS NOBODY HAS BEEN ABLE TO ASSIST AND NOW THEY WANT TO HOLD ME RESPONSIBLE FOR THAT ACCOUNT THAT IS IN ARREARS FOR MORE THEN R1600 OR MORE. THIS IS SO IRRITATING AND I DON'T KNOW WHAT TO DO OR WHERE TO GO.
