No service - bad service

My geyser burst
1. I phoned 6 telephone numbers and still unable to register a claim
The computer said that I can register a claim online
2. The online link gives the following error:
Failure of server APACHE bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF.
3. The computer also give you an option to leave a message - it does not work
4. Now I have to hold on for a consultant for 15 to 20 minutes without any success

WHY can't there be an email option???
