Inefficient service providers

About two or three months ago I reported my leaking geyser. I reported this to the insurance and they deployed a plumber who said he would replace pipes and I paid an excess of around R750. Today I have the same problem and asked them to deploy the same plumber as I cannot pay R750 for the same problem. This is a useless insurance to me and is using cheap labour hence I am sitting with the same problem two three months the line and am expected to cough up another R750. CAN SOMEONE WHO KNOWS WHAT THEY ARE DOING SHED SOME LIGHT!
