Feeling helpless

I called African Bank on Thursday 31 January 2013 applying for a Consolidated Loan to pay off all my debts and my arrears that I owe them, and the consultant told me they cannot assist me because my account is in arrears, I do not understand this as I am wanting square my accounts yet they do not want to assist me.
