Cannot draw money from ATM

Been struggling for a month now where I cannot draw money from an ATM using my credit card, it keeps saying that my limit has been exceeded. Have called my private banker, have called the Private Suite and have emailed RBJacobs. They telephonically told me that they do not know what is wrong with my account and do not know how to fix this, and then re-issue me a new cheque card that I don't even use.

I really am battling to keep my patience here, it's been a month. I don't know what else to do anymore.
