How can it take 2 weeks to activate a sim

On the 14th of Nov i received my smart device from FNB.
The Sim that I received with was supposed to be activated with in 3 working days.

It is now almost two weeks later and I have yet to receive any contact, besides me calling them, and my sim is still not active.
