MONEY DEDUCTED WITHOUT CONSENT, NOT REFUNDED YET

I AM FEELING EXTREMELY FRUSTRATED!!! In the month of September I phoned the ATKV, which I am a member to ask for a house, household and car insurance quote. I spoke to a guy named Lourens Page, he asked all the nescesary questions and worked out the quotation for me. I explained to him that we have not moved into the house yet and that it is still being build, to my knowledge it will be completed on the 13th of November. I said if we accept the quote I will contact them by the time we move into the house. My big mistake was giving him my husbands bank account details, I thought he needed it for the quote. To my surprise they deducted over R1000 at the end of September. I emailed Lourens informing him, he contacted me and said it must be a mistake on their part but it will be rectified as soon as possible and we will be refunded. Should I mention that no-one contacted my husband for permission to deduct money from his account. Now they want us to get proof from the bank that we did not move into the house yet, they cant help us, we asked the contractors, they said auto&general can send someone to the building site. Almost two months later, no refund, no follow up, no communication.
