Dont care attitude

I reported a sewerage break on Tuesday 10th. On Friday 13th I called to find out what was happening, and got told their systems are down. The staff are using that as an excuse to sit and do nothing. Their attitude is that they cannot do anything about it. So I pay premiums for them to have a holiday. In the meantime what must I do about non functioning toilets?
