When has 48 hours become 8 days??!!!

I requested a tax certificate and was given an email address [Email Removed] which is automated, you just email with the necessary details and receive your certificate within 48 hours. I sent that email on the 21/08/2012. On Monday 26/08/2013 I phoned the call centre (0860100333) to find out what was the hold up. I was told that they have escalated my query. It's now the 29/08/2013, WHERE IS MY CERTIFICATE???!!! Didn't even have someone make a courtesy call to explain the delay, or anything!!!
