Unreasonable FICA requirements

I applied for a credit card online and told to provide my documentation to a courier company. I live with my partner so all utility bills are in his name. I use a PO box for of all my mail, not my home address for various personal reasons. Thirdly, most of my bills are delivered via e-mail. Our combined short-term insurance with Santam is on my name, and the insured/risk address is our shared address. I managed to get a document from Santam that states my name, ID and home address. However, because its an e-mailed document and not delivered on a piece of paper in an envelope into the mailbox at home, the courier company refused to accept it as proof of residence. I was told that they can only accept an affidavit made at SAPS by my partner as proof of residence. So we went to SAPS and duly created and signed the affidavit at the SAPS Wierdabrug station, which was stamped twice by the police officer on duty. I just received a phone call from the courier company informing me that the affidavit is not acceptable because it was not stamped by a commissioner of oaths. What?!?!?! Virgin's own website states that all police officers are commisioners of oath. This is unacceptable!!!
