Reduced Interest rate

I got my credit card from standard bank because of lower interest rate and on the understanding that i will get reduced interest rate (by 5%) when consolidating/paying off another bank credit card. i enquired from the branch i got credit card but was given contacts for debt review, i since been sent fom pillar to post, about seven departments, with no one claiming knowledge of this. who must i call to get this done or just send back the card before seven days elapse if that was a farce. reference 40883277.
