Standard bank misleading clients

On the 18-04-2013 I was called by Standard bank card division saying I was pre-approved for a credit card. Now since I already have one, I told the lady I would consider moving to Standard bank should they better my interest rate. She then asked me a few questions and then stated I would get a 9.5% rate, which I thought was awesome. I agreed that I would take it. After spending 30 minutes on an application the lady confirm that somebody will call me to fetch my card. About 10 minutes later I got another call just to confirm my application but to my surprise the interest rate was not what we agreed. It had gone up to 18%.

I would like to know what went wrong and why was I mislead because I asked the question. Is this your strategy to get new business, if so good luck with that!!!
