How hard can a refund be??

I have a home loan account with Standard Bank and since I started paying the account via stop order I have paid more than is due on my account. Not by choice... because HR did a pretty splendid job of checking my home loan terms and decided they'll take more than is due to pay for my bond. I am currently not in good financial standing and need the money urgently, and to my surprise I do not qualify for an access bond facility since I do not bank with SBSA. I was then advised to write a letter requesting a refund and attach proof of banking then I will get my extra funds, which I did submit. Then I was told later that I must now apply of a re-advance. This I found out to be the process similar to taking out a loan, which was declined. WHAT?? DECLINED?? For funds I already paid into the account which could just easily be refunded? I was not applying for a loan! I know my credit record is not good enough. I just want my extra money which I ALREADY paid into the account! I then asked if opening any transactional account with Standard Bank would help to get the access facility. I was told a consultant will call me back in 15 minutes. I AM STILL WAITING. Honestly, I'm not impressed!!
