Call me, Call me not?

I don't know how it really works at FNB but when they say they will call you back, do they really mean, I must call them? I have been waiting for calls to come through for problems i had three or so months ago. I don't even remember anymore what the complaint was. Maybe that is the point. To never call you back so that the customers forget about it eventually. Seriously if FNB is the number one bank with great service then i can't imagine how bad the service must be at the other banks in south africa. I bought electricity on friday and they take my money and that is it. No pin no nothing. So i must live in the dark for the rest of the weekend just because FNB can not complete a simple transaction. Then i am so scared to send a query through to ask for help because then i might live in the dark for the rest of the year. So i am just wondering, is hello peter the new call back centre for FNB? It seems like the only time FNB ever calls you back, is if you post on hello peter. Service so far, is really poor, for the number one bank in SA. Oh and get this, you get "personalized" service for being a premier banker. The funny thing is, there is no service in the first place.
