Get it right the first time

I applied applied for a credit card a few weeks ago and was told my application would be processed within 2 to 3 week. I submitted all the paperwork that they wanted. 2 weeks later i receive a call from the credit card applications office saying that they did not receive some of the documents and i emailed them. About a week later i receive another call, saying that i should fill in a foreign declaration form, (which for foreigners is submitted when one opens an account) and i did submit this a year ago when i opened an account with them. So when i got to the bank today after waiting for an hour to be assisted, for some reason they said they didn't have my foreign declaration in their system. What happened to it, and how then did i pass their application validation process then and manage to open an account with them. Its either something is so wrong with your validation system or documents are just getting lost. I am so annoyed. I really cant be going up and down to my employer to sign the same stuff over and over again. Then back again to the branch ques for another hour.
