Card that never swiped

I applied for a standard bank card, received the card but It always declined at tillpoints, i was promised I will received a new card within two weeks but its been years.now they are offering you count rewards when you swipe but how do I get rewards if my card cannot even swipe, improve your service standard surely you can do better than this... this is embarrassing
