Systems not updated on time, now unable to get acc

Worst bank procedures ever, i came out of debt review 2011... all necessary documents sent to the bank to update my profile, bank never updated anything till now.
When i went to the bank to open an account, i was declined because i am still under debt review (Shocked). This is the 4th month and i am not winning, they passing the bug. And i am at fault according to them, now i can not open an account till 6xmonths has passed, why must i suffer for their incompetency. They are the one s who have never updated their system, now its 3xyears down the line and i had to get them to update their systems.

Worst processes ever, resolution centre taking their time to resolve or get back to me regarding this issue and they making it my fault that my profile was never updated.
