Have not received my eBucks card in 6 months

I signed up with FNB bank in January and applied straight away for my eBucks card.
I was told it would take 3 weeks.
After a month of waiting, I re-applied online for a new one, assuming the first one was lost in the mail.
This has repeatedly gone on for the passed 6 months now.
I have even been to the La Lucia Dischem twice, to purchase a card, but both times they said they were out of stock.
So for 6 months now I have not been able to enjoy the benefits of my eBucks card, and all my Dischem purchases have lost out on eBucks.
What is going on?
Why is it so difficult to send a card in the mail?
