How is that for 24 hr service???

I made an application on the 16th of January 2013, the consultant I spoke to said I must expect a response within 24hrs, After 24hrs nothing happened and I made a follow-up call, then things have changed, it is now 24 working hours of which I understand. Now the 24woring hrs have lapsed and still nothing, no sometimes it takes more than 24 working hrs. When I asked what causes the delay, no the back office is still busy. It looks like no one makes a follow up with your back office what causing the delay. At this stage not sure whether I am being approved or not. At this stage I will appreciate a simple yes or no.
