"below" standard intelligent people

I wish that "below" standard bank will employ above standard intelligent people.

Just spoke to a team leader (the third not so bright person I have spoken to from the "below" standard bank) trying to organises a meeting because someone there, gave someone a credit card (whom that have now maxed out - total sum of R40 000 in two months) who is unemployed and can't pay anything. Sadly I did not come right as he will have to follow protocol. Also when asked for the telephone number to the head office he could not give it to me as he only knew the call centre number.

I want to setup a meeting with a senior person who can help me with this and map out a path moving forward. Simple
