Where does the money?

I went to withdraw from the ATM and it tells me my balance and my available balance, and i get access to my funds once my available balance limit is reached, why is that? i'm a student and i need every cent after you have taken out your bank charges which are high for someone unemployed as well. i'm not happy!!!
