Bad Service or NO response with regards to NATIS D

I have sent numerous e-mails with regards to the NATIS documents that I have asked for almost a month ago. I have to send e-mails and wait days for a answer. Yesterday I finally got a reply stating that my NATIS documents will be delivered before 10 a.m the 22-05-2013. My wife has been waiting at home since 8 a.m and no parcel has arrived.
After i told Veronica Booi that this is the worst service I have ever received they replied and said the systems was down. I replied to the email of yesterday stating that I will take the matter further now she quickly came back and stated she will speak to the courier company and find out where it is.
Why must you first threaten to go to Hello Peter before you start getting the service you are supposed to receive from the beginning.
This matter started on the 7th of May 2013.
