CANNOT PRODUCE TAX CERTIFICATE FOR PENSION

I have been trying for weeks now to get tax certificates for a paid out pension that my 80yr old father received from Alexander Forbes but they cannot generate the IT3b that I have been requesting repeatedly. I have spoken to almost every person in the Call Centre and I have been assured that the request has been forwarded to the Admin Dept, IT dept etc but although the staff seem helpful and promise to help me... no document has been forth coming. This document is required by SARS urgently and I don't see why a manual certificate cannot be made out if they cant find it on their system. It is extremely frustrating that I cannot get any service.
