Laptop delivered late, specs lower than ordered

I bought a laptop via Groupon and paid R8600 for it on 27 Feb. Specs ordered was a Lenovo Thinkpad model 1294BL5 with i5 processor, 8GB memory and Windows 7 Pro. They promised delivery in 3-4 weeks.
After 4 emails and a few calls they delivered a laptop on 15 Apr. When I unpacked it that evening I found the specs were as follows: i3 processor, 4GB memory and Windows 8 - not what I ordered and paid for and definitely not worth R8600. I immediately requested a refund and was told on 17 Apr. that the laptop will be collected by Courier IT in 3-4 days. To this day, even after several additional emails and phone calls, no-one has tried to collect the order and there is no sign of the refund.
I tried to call Courier IT but couldn't get through.
What more should I do to get someone to come and fetch the low spec laptop and give us a refund?
