Misleading mandatory call/data limit

On the 28 November 2013 I received a whopping R2 196.00 bill from Vodacom for my 3G data contract I took out with them. The base contract is R149.00 per month for a 3 Gb contract on a Vodafone K3772 USB modem on the 27 July 2012. I specifically stipulated that I wanted a capped contract and on one of the contract pages under "Data bundle Selection" I specifically declined this as I wanted my contract "capped".

Over the past 2 months I've been using the data for mapping purposes. I received this huge bill for R2 196 for October so I phoned them yesterday (Fri, 29 Nov 2013) and they stated that when you take out a 3G contract with Vodacom, the contract is initially capped but the "cap" is removed after a few months when they are "happy" with your usage/payments etc. The lady claimed I was sent an sms to tell me the data "cap" had been removed but because its a USB modem I cannot access the sms as it's on a data SIM. They informed me that I am now sitting with a further R1 950 bill for November.

Where is the justification of paying R149/month for 3Gb and then charging R2 196 for 1Gb. Disgusting!!
