INCOMPETENT STAFF, NO SERVICE DELIVERY

My drivers licence expired and I had to renew it. I got married a year ago and didn't change my drivers licence immediately, as the renewal date was coming up. I filled in the forms (with my new surname), attached my marriage certificate, as well as a copy of my ID book (with new surname). When I went to collect my new drivers licence today, it was issued in my maiden surname. When I pointed this out to the lady behind the counter, she just said I didn't mention this to the person at the counter when I paid.

Now why didn't I think of doing that!!? Oh of course, because all the documents were attached AND my forms were completed with my new surname... People clearly don't read!! How do I rectify this? I have to apply and pay again... It is sad how service delivery doesn't exist in South Africa any more and that we have to deal with incompetent people on a daily basis.
