Blatendly ignoring us by not giving our refund

We signed up in December 2012 and was told we would get our certificate in the next 6 weeks. Six weeks passed and nothing happened so we contacted their head office who then said it takes up to 3 months. Three months then passed and we by then decided to rather ask for our deposit back as this sounds very dodgy. We have been to the century city office twice and made contact with the head office but have had no success in getting anywhere with our refund. We are still not even on their system (Thank for that) but they completely ignoring any reply to mails sent and when confronted face to face the party who does the refunds is either not there or they give you some story. These people are a bunch of who rob people of their hard earned money. I would like to know what the consumers can do to close their business once and for all. They on their replies to you and I saw how they on this site aswell. South Africa must show them that will not be tolerated, they need to stop from our citizens.
