PREMIER MEMBERSHIP

I received a call from the RCI call centre and was told that I am currently a Premier Member. I was then informed that, due to an oversight on RCI's side, they didn't have my banking details on file and unless I provide my banking details I would be downgraded to an ordinary membership.
Surely the Consumer Protection Act protects the consumer from being 'blackmailed' into providing their personal details?
