Technical error - Poor Feedback

My mother upgraded her handset on the 1st of April. All contractual conditions remained the same - international roaming etc. However my mother is unable to sms internationally. I am able to sms the same number internationally and have the same contractual conditions. After visiting the Cape Gate store to discuss this issue, with very little assistance, we went to the Service Centre in Canal Walk. The call/s were logged under: Ref 1977437 and Ref 197732. Angelo (the MTN representative) mentioned that if this cannot be resolved, this matter would be esclated and my mother would have an opportunity to cancel her contract. An updated reference was given on 11th of April: SMC/00003558812. I spoke to Angelo on Saturday 13th of April and he assured me that he would give me an answer by Tuesday 16th of April. My mother and I have both trying to call Angelo. No response - no feedback - not even an answer to my smses. The issue afer 3 weeks is still not resolved. I still have no idea who to escalate too. I cannot believe that MTN cannot resolve an international sms error / issue. MTN claims to be the largest network?
