Trying to upgrade for over one month

I have been trying to upgrate my contract since the 18th of march. sunday the 8 april they had everything including the phone but were OFFLINE so they could not help me. on returning there they have GIVEN MY PHONE TO SOMEONE ELSE. the could not help me, did not want to help me, made no plan and i am still without an upgrade or a phone. they just COULD NOT CARE!!!
