Incompetence and unwillingness to own up

My then 15 year old son went to Ghent in Belgium in May 2012, he arrived on May 1 and departed again on May 7 2012.
I had asked for international roaming to be enabled, so that we could speak to him every day.
On his arrival in Belgium he could not phone, receive calls, BBM or SMS.
Then in June we received the Bill for this period and to my total amazement there was R 3500 in charges for "Internet while roaming", I immediately phoned to query this and a case was logged. No-one ever called me back and I phoned several times to follow up.
There is a full record of my complaints in May, so this is not a matter of me disputing the bill because it is high, it is a matter of principle, Cell C was never able to get the phone working whilst he was overseas and has never apologized for this, can you imagine how a 15 year old felt, 12, 000 km from home and unable to communicate with his parents.
Any Company even half it's own worth would have picked up on the initial issue and have been so embarrassed that any charges would not have even been allowed to go through but rather have offered some sort of compensation for this mess up.
